Sanjen Jalavidhyut Company Limited (SJCL), a public limited company promoted by Chilime Hydropower Company Limited (CHPCL), was established in 2010 with the objective of harnessing Nepal’s hydropower potential. The company emphasizes maximizing local community participation in project ownership and mobilizing local resources for the successful implementation of various hydroelectric projects.
In response to the country’s growing electricity demand, SJCL has developed two hydroelectric projects in cascade:

  1. Sanjen (Upper) Hydroelectric Project (SUHEP): This 14.8 MW project is located in Simbu Village at an elevation of 2,187 meters above sea level.
  2. Sanjen Hydroelectric Project (SHEP): With a capacity of 42.5 MW, the powerhouse is situated in Chilime Village at an elevation of 1,745 meters above sea level.
  3. Both projects are located in the Chilime Village, Amachhodingmo Rural Municipality of Rasuwa District, approximately 160 km north of Kathmandu. The headworks site is in Tiloche at an elevation of 2,348.3 meters above sea level. The upper scheme operates as a run-of-river type with a daily peaking facility of 1 hour and 10 minutes, generating an annual energy output of 82.44 GWh from a gross head of 161.3 meters. The design discharge at an exceedance of Q40 is 11.07 m³/s.The lower scheme, SHEP, utilizes water directly from the tailrace of the upper scheme, generating an annual energy output of 241.865 GWh from a gross head of 442 meters. An additional 0.50 m³/s discharge from Chhupchung Khola is added to the intake/forebay, bringing the design discharge to 11.57 m³/s.
The combined estimated project cost for these two projects is NPR 7,243,181,544 excluding financial costs. SJCL has financed the construction through a 50:50 debt-equity ratio, excluding interest during construction (IDC) costs. A tripartite loan agreement among the Employees’ Provident Fund (EPF), CHPCL, and SJCL was signed on December 8, 2011, to cover the debt portion. Equity investment comprises 51% promoter shares and 49% public shares.
